VALENTIN L. LEGAZPI VS. CIVIL SERVICE COMMISSION

The Civil Service Commission denied a request by Valentin Legaspi for information on the civil service eligibilities of certain persons employed as sanitarians in the Health Department of Cebu City. These government employees allegedly represented themselves as civil service eligibles.

The Civil Service Commission denied a request by Valentin Legaspi for information on the civil service eligibilities of certain persons employed as sanitarians in the Health Department of Cebu City. These government employees allegedly represented themselves as civil service eligibles. In granting Legaspi's petition for the issuance of the writ of Mandamus to compel the respondent Commission to disclose said information, the Court said that the constitutional right to information on matters of public concern is self executing. The Court proceeded to clarify the nature of the right, its scope and limitations, and the remedies available to the public to exercise the right.
