POSITION PAPER ON BILLS ON PEOPLE’S ACCESS TO OFFICIAL INFORMATION

The Access to Information Network would like to thank the Committee on

Public Information for commencing deliberations on the various House

Bills seeking to strengthen the Constitutional guarantee on public

access to official information, and for giving us the opportunity to be

heard on these measures.


The Access to Information Network would like to thank the Committee on

Public Information for commencing deliberations on the various House

Bills seeking to strengthen the Constitutional guarantee on public

access to official information, and for giving us the opportunity to be

heard on these measures. For several years now, we have been advocating

for legislation that will address existing weaknesses in the law on

access to information. We note that the Committee on Public Information

of the House of Representatives have, during the past two Congresses,

successfully shepherded the approval on three readings of a

consolidated bill, but because of time constraints, the approval of a

counterpart bill in the Senate has failed to materialize. This time we

are very optimistic, given the timing of the deliberations by this

Committee, that we may be able to finally see the enactment of a

landmark law on access to information that will have a profound impact

on the country's public life, securing for all of us a transparent and

accountable government as well as a vibrant and informed public

participation in the resolution of matters of public interest.
