Leveraging data for better lives is the overarching theme of the Data-Driven Development in the Philippines (PH3D) Project. Recognizing that data provides indisputable evidence, PH3D seeks to mainstream the use of data in local government policy and decision-making, planning, and resource allocation. In reality, however, the journey of local governments toward data appreciation and maturity is complex. The survey and
assessment results revealed that the LGUs need careful support and guidance to develop capacity from data production to consumption (i.e., from collecting quality data that will make them readily available for use to translating data into valuable use).
Transforming data into value is at the core of the project implementation. Throughout the PH3D, a series of data sessions and workshops were strategically designed to address the question: How should LGUs collect and manage data and perform data analysis to extract valuable insights to address issues in local development? Using the outputs from these activities and various sources, the Development Data Lab identifies the best
practices in the relevant areas covering the entire data journey from data sourcing to management and from analysis to reporting (or visualization).
This document is organized as follows: Section I discusses tips on how to collect data digitally so that it produces accurate, reliable, and high-quality data. Section II addresses the concerns on data storage, security, and governance which encompasses the activities that make data available for use after collection. Section III presents the techniques for conducting data analysis and how to effectively communicate insights arising from data.
