Responsible and responsive spending and revenue generation are important elements of good governance. Engagement between citizens and government is the critical link between responsible spending and revenue generation, effective accountability for public financial management, and better delivery of public goods and services. Mainstreaming people’s participation in local public finance recognizes the equally important role of citizens and civil society organizations (CSOs) in good governance, alongside local government units (LGUs).
