This paper is an effort to deepen understanding on the issue of
internal displacement within the context of the wider, long-standing
problems suffered by the tri-peoples of Mindanao. The paper discusses
the roots of internal displacement, the features of a displaced people,
the interventions so far made both by the government and NGOs for the
internally displaced peoples (IDPs), the much-needed re-building,
reconciliation, peace and justice and the long, arduous road that lies
ahead for the tri-peoples of Mindanao.

It attempts to come up with
concrete proposals to effectively respond to the internal displacement
problem. The author asserts that in responding to the problems and
needs of the IDPs in Mindanao, the tri-people may begin to empower
themselves and eventually become more capable of moving forward as one
people towards the long, winding road of true peace and development in
Mindanao.
