Modernization and industrialization are just two of the key strategies of the Department of Agriculture in achieving its mission to transform Philippine agriculture. A data-driven approach to decision-making is important to guide, for instance, a comprehensive targeting mechanism in the formulation of policies and delivery of support services. The Registry System for Basic Sectors in Agriculture or the RSBSA does exactly that. However, such noble intentions have fallen short in meeting desired accuracy and timeliness of data. Discrepancies in the RSBSA borne by human and survey errors put at stake not only its credibility as a ‘census’ but also the welfare of its supposed beneficiaries.
