Guiuan
Guiuan is a second-class municipality in the Eastern Samar region. A coastal community thatrelies on fishing and agriculture as its primary economic activities, approximately 70% of the town’s workforce are directly or indirectly dependent on commercial, municipal and aquaculture fishing.
Other major occupations in the municipality involve service and sales, labor and unskilled works, and crafts and trades. Despite the various sources of livelihood, poverty remains prevalent among workers in these sectors especially in the island barangays of San Juan, San Pedro, Cagusuan, Canawayon, and Victory Island.
Eastern Samar is also one of the most disaster-prone areas in the country due to its geographic location. The municipality is vulnerable to a number of natural disasters including tropical cyclones and volcanic eruptions. Guiuananons living in low lying areas are also exposed to the dangers of ground shaking, liquefaction, flooding, tsunamis, storm surges, and landslides.
All 60 barangays in Guiuan, especially the 48 barangays located along the coastal areas, areconsidered at high risk. Adding to the vulnerability of the municipality to these natural hazards is the fact that 70% of the houses are made of light materials.
