About the Project

WHO WE ARE

Coalescing Organizations towards Locally Led Actions to Boost Development (COLLABDev) is a partnership initiative of Action for Economic Reforms (AER) and the United States Agency for International Development (USAID) to promote human-centered, data-driven development in the Philippines.

As shown during the pandemic, communities without proper evidence and strong coalitions are struggling to adapt and are left behind. When there is a lack of quality data and strong partnerships, creating policies and programs is like playing darts with blindfolds. COLLABDev seeks to remove the blindfolds and improve the throwing arm of local actors to better hit their development targets.

WHAT WE DO

We believe that by strengthening local coalitions and enhancing data capacities, local actors will have increased power to improve their own communities. This is done by, first, collecting data that is timely, disaggregated, holistic and involves local actors to identify priorities. Second, ensuring data is accessible to all stakeholders: LGUs, academe, CSOs and the public. Third, analyzing data to become valuable information, evidence and knowledge. Fourth, using the evidence produced as the basis for creating policies and programs. Finally, through regular feedback, this process will lead to improved prioritization, mobilization and allocation of local resources for human development. Enabling this process are the use of state-of-the-art technology and the formation of strong partnerships.

HOW WE DO IT

At COLLABDev, our efforts are broadly grouped into three components: Development Data Lab is in charge of the data-to-evidence initiative by capacitating and supporting partners in data collection, management and analysis. The Policy Development Lab leads the evidence-to-policy and policy-to-development initiatives by providing technical assistance to partners in transforming data to meaningful actions. Data and Tech Alliance for Development (DATA4Dev) will create local coalitions and coordinate with other collaborators for stronger partnerships to support the data-driven development process.
