reduction in the Philippines. It asserts that the challenge of poverty
reduction is both a challenge of growth and a challenge of equity.

The paper begins with a discussion of the country's performance in
terms of poverty reduction and human development. It then elaborates on
the features of poverty in the country and goes further to identify the
poor in terms of social indicators and access to crucial services. The
paper also compares the country's record of poverty reduction with some
of its ASEAN neighbors. It also describes the prospects under the
Estrada administration and beyond before proceeding to the specific
aspects that must be addressed to realize poverty reduction.
